Never, ever trust what a bill collector tells you! They aren't there to do you any favors, just collect money any way they can.
When paying them, never use a checking account! It has all your routing and bank info at the bottom of the check...always send them money orders.
Don't fall for the line" the only way we can take payments is a bank draft". This is a ploy just to clean out your account.
Remember, bill collectors act like they are in control and will get very pushy. Stand your ground, because half the stuff they tell you they can do isn't legal, its just designed to scare you into doing what they want. The only time they are in control is if you give them control!

Not without your permission. If they do, it is theft and you should treat it as such. Just make sure they didn't trick you into giving permission. Some bill collectors can be sneaky like that.
If you are sure they did not, you should contact them (a lawyer would be nice but as you're on SSI, I doubt that's a viable option) and tell them to stop. Notify your bank and ask them to dishonor any future drafts.
Do not let bill collectors steal your money. This goes on far too often, simply because it tends to target those who can least afford legal advice.

Absolutely not, there is one exception; that is if the company collecting from you is another Federal Government agency such as the IRS, old school loans, or SSA themselves.

I don't know about taking money out of your bank. They shouldn't be able to unless you authorized them to.
