I didn't know until you asked this question, what a salt cellar was. I found some information, but not the answer to your question. I suppose too much salt would ruin a person's food, also by having fewer holes in one, you could identify them more easily to refill after they are washed.

Probably an asshole of his time like we have the labour government and Jamie Oliver spouting on about 'healthy eating' these days. I think they both of the cellars should have one hole each really, but I guess that would be confusing for people. Usually they have S or P printed on them these days, so why not just have the one in both?
