The problem is that all sites have to pay for themselves somehow (hosting any website costs money).
If you pay a membership fee or pay to download that's how the site makes it's money but if the downloads are free the site has to make money somehow and viruses, spyware, adware etc are one way of doing that.
There are peer to peer sites but these are often riddled with all sorts of viruses etc. It's a pain but the safest way is to pay to download.
