richard.. have you tried a paper suppliers ? I mean the people that supply printers ! I'm sure they could help you, just give them a ring and tell them what you want, I remember a while ago I wanted some special paper, I rang them up and got some FREE samples ! Guess you could have a look in Google or Yell.com for suppliers in your area, I'm sure they'd point you in the right direction... best of luck

Decoart do Glo-It paint which makes anything you paint it on glow in the dark. They also do Glow in the Dark Medium which can be added to acrylic paints to make them glow in the dark. These work well, I often notice the bottles glowing in the shop when I switch the lights off.

I deal with a several paper merchants and have never come across luminous paper as a stock line it is probably a speciality making for manufacturers who use it

Its the radioactivity that makes it luminous and because of health problems it is no longer allowed to be sold in UK

Isn't Luminous the same as florescent?
