I was noticing that my saturn was using alot more gas then it usually does so i changed the spark plugs and cables and air filter but the space where the plugs are at had alot of oil in it, is this normal?

No, that oil is not normal. This is a Twin Cam engine (SC2 or SL2) I assume? If so, oil in the spark plug tubes indicates a valve cover gasket leak. The oil permeates the plus and wires, causing a misfire. That would certainly explain the poor mileage.

Depends on what you mean by a lot of oil. Could be simple as a leaking valve cover gasket messy but not a major problem. It is a major problem if the plugs are oil covered when you pull the out of the engine and they are carboned up.

A good way to find out is to have a compression test on engine run or if you have a compression gauge run a compression check on the engine. And if you have one cylinder that is a lot lower in compression than the others then you have a problem.
Also check to see if you are getting oil in your water or if you are getting water in your oil. That indicates a blown head gasket.

I am assuming that you have already checked the timing belt and timing.
And that you have checked you air filter. Believe it or not I had a guy the other day swear up and down to me the air filter was good. His car would not start. He was getting spark, he was getting fuel. But I couldn't get it to even act like it was trying to fire.
I disconnected the air intake to spray so starting fluid in it. But on a huntch I tried to start it first. It started and ran good. Put the air intake back on and it died and would not even try to fire.
Took the air filter out and engine started right off. Put air filter back in and engine died and won't fire.
Changed air filter and engine ran good. Oh! I had to do a lot of that to prove to the guy it was his air filter.
200.00 service call all because of not preventive maintenance on the vehicle.

I have a Saturn as well and they are notorious for cylinder fouling. "normal", probably LOL.....but not good. Oil is leaking into the cylinder and corroding the spark plugs, (mine started in the third cylinder, then spread. As far as fixing the problem I was told it is very expensive. I just change my spark plug(s) more often now :(.

its not normal, and it is bad. Could be a number of things (from just a leaky oil line, to a blown headgasket). get that checked out asap.

Perfectly normal when you cam cover gasket is leaking. remove the cam cover and change the gasket.
