you can try an intrusion attempt,but without certain knowledge you will be unsuccessfull.so stick to pinging its harmless,and legal

An IP (Internet Protocol) address is a unique number that identifies one computer from all the others connected to the internet. The number is provided by a person's ISP.

There isn't much you can do with it per se other than find out the approximate location of a person (town or city they're in) and which ISP they use.

You can send requests to an IP address such as to join online gaming but it doesn't tell you anything about the person such as who they are or where they live.

not much, you could use it to find a network or an online game that they are playing so you can join them, if you know how you can do illegal stuff with it. also if you are a designer of a multiplayer game you can track which addresses are using it in order to inforce rules, because you can use that to block them unless they change it.
