Turnitin.com is an excellent source.

You can also Google phrases and see what shows up. I have students copy and paste entire websites into their papers without any citation.

Wikipedia articles show up, verbatim, all the time. Drives me nuts.

Confront the student with your suspicions. Many institutions put the burden of proof on students, advising them to keep their notes, rough drafts and a detailed bibliography.

Does the quality of writing match what the student has otherwise turned in?

Are most of the bibliographic references located at your institution?
