Paintbrush or Paint. It comes with windows.
Under Image you have stretch and skew. You enter a percentage. Over 100 to make it larger and under 100 to make it smaller. What you see is what you get as to the size, if you have the right screen reslolution or you have to make allowances by comparing the measurements on the screen with what you want for size. Attributes, also under Image, gives you the Number of pixels in the height and the width.

Yes, virtually any graphics software can resize a picture.

Try the GIMP - it is available for FREE and works on Mac OS X and Linux. It even works on Windows if you still have that stuck on your computer and haven't upgraded yet.

I use Microsoft powerpoint for basic quick crops. I use Adobe Photoshop and Photoimpact for detailed stuff
