IGNORE him; he's probably a dirty old man and is desperately trying to attract your attention!
Ignore ignorance; there's plenty in this world, and unfortunately it takes a lot of patience to tolerate and deal with it. Don't bother answering, just ignore. REALLY.
Answering him is going to give him an opening to talk with you; ignoring him will shut him off. Do NOT give him the privilege of KNOWING that he upset you or annoyed you or angered you or hurt your feelings! Never give that power to someone else, especially someone who wants to upset you!
Never respond to ignorance; act as though you are so above that other person that you do not realize he (or she) exists... that's the best form of revenge! IF he does get out of line, tell your parents immediately!

Does your self-esteem depend on what your neighbor thinks about you?
Does your neighbor have that much power over you?
Next time your neighbor calls you a "monkey", give him a banana and tell him; "It takes one to know one."
Make sure to laugh in his face and walk away.

Contact your local police to determine if you have a complaint of "Harassment."
The laws SOMEwhat vary from state to state, however, MOST states generally follow the same rules of evidence.
Sounds to me like a Harassment case of which you can file a police report and warrant of arrest!

Legally, there really is nothing that you can do. The only times legal action can be taken out against a racist action is when race is a consideration against employment, housing, etc. or when race is a factor in a violent act.
Someone saying something racist to you can't really be remedied with legal action. Policies regarding civil rights have made strides in preventing legalized segregation and biases, but can't do anything about people's personal feelings.
