Im trying to understand the phase diagram but i don't see how pressure makes it easier for a substance to expand.

Liquid water has twice the density of solid water.

So doesn’t it make sense that if you put water under pressure, the water would gravitate towards the physical state that has the highest density?

This would have the given amount of water assuming the least amount of volume, thus reducing the effect of that pressure.
