Not neccessarily.
Its all don't to natural selection and genes, like womens breasts, penises come in all different shapes and sizes.
In africa, as its a very hot country, the penises tend to hang lower to stay cooler so they look bigger than other countries, but when erect, they are practically the same size as around most other places in the world.

noooooo this is so not true,,,,,,I am a German and my penis is 7 1/2 inches long,,,,,, penis are like boobs....they all come in differint sizes, shaps and colors...so don't fret of this....be happy with the size that you are.....
