You have 2 choices that I know of....
#1. Change your number
#2. Get their address and send them a letter to decease calls to that number.
Either way, the calls WILL stop. We had to change our number and then found out about the letter could have been written.

For starters, you can report them to the Better Business Bureau (BBB), explaining the harassment.
If possible, obtain some tape recordings of their conversations. Then, also submit these to the BBB.
Although I don't know the technical term, these companies are definitely breaking the law and you can take legal action against them.
If possible, speak with legal counsel as to what your rights are.

The standard response is, "Please do not call here again. Take me off of your list." Then hang up. If they call back contact your state Better Business Bureau. They will give you a number for reporting abusers of the no-call list.

You simply call your phone company and tell them the number and simply ask them to block it.

Call them back, and let them know that you have no idea who the person is, or where the person is. Then ask to have your number removed from their list.
(It worked for me, anyhow.)

by law, simply write them a letter (best to keep a copy and send it certified, return-receipt) and tell them not to contact you again. if they do, contact the federal trade commission to lodge an official complaint.
