I guess because they're hoping that they'll change their minds.
Sometimes they actually do change their minds after finding out that the person was nice after all.

Probably because they lack self-esteem. They unconsciously choose people who don't care for them because they don't care for themselves. As they grow to like themselves more, they will go after other people who like them too.
