I don't know if its true but lots of countries do things to scare the citizens into doing stupid stuff. Hilter burned down the parliament building in Germany and blamed it on terrorists to have the constitution changed to give him complete power. And after 9/11 we had a bill go into law that caused us to loose some of our civil liberties. It is known as the Patriot Act.
