What step should I follow to determine or find the problems??

There is a temp sensor somewhere on your engine that turns on the fan. If you can find it, check that the wires are hooked up. Also, the sensor could be bad.

I would check the fan by disconnecting the fan from the wiring harness. Then use jumpers to connect to the fan terminals(don't short the wires) if the fan doesn't run then the fan motor is bad. If it runs then the thermostatic control may be bad or there may be a break in the wire. You did not say but have you tried checking the fuses, it could be a blown fuse.

First, connect a wire from the battery directly to the fan. If it does not work check the ground wire. if that checks out ok, and fan still does not work, repace the fan.
If the fan does work, check fuse & relay and temp sensor for an open circuit..

Check the fuse, relay and fan in that order. If the first works, move on to the next. Replace the first part you come to that isn't working.

I don't know all i have to say before you do anything UN hook the battery before you do anything
