Seattle. Unless you are really put off by rain and grey skies.
It is vibrant, beautiful, and much more like a "city".

Phoenix is ... spread out, dry, hot ... a nice place to visit, but not necessarily to live.

Seattle and Phoenix are completely different.

Seattle has moderate temperatures with a ton of rain. There is a lot to do there (lots of restaurants, local shops, arts, museums, zoos, etc.). I love it there.

Phoenix is hot and dry. (I used to live near there, but haven't actually been to Phoenix.) The winters will be mild, but the summers will be ridiculouly hot.

If you're seriously considering moving to one of these cities, I would recommend visiting both to see how you like them. Definitely do a lot of research online (not just asking people's opinions). Check out the cities' websites and see if they have the job opportunities, culture, events, etc. that you're interested in.

I would definitely move to Seattle over Phoenix. In fact, I recently moved from a dry, desert climate to a city outside of Seattle.

Phoenix is a desert city, full of lots of retired people and expensive shopping.

Seattle is a vibrant, young city that gets a lot of rain.

Take your pick, but I think I'd go with Seattle!

seattle is a little more dynamic in terms of what is available to see and do,the wages are better but the cost of living is higher and the weather is not that great, phoenix has a cheaper cost of living ,better weather, but not as vibrant as seattle in terms of culture and things to do outside of work...lived in both cities.
