the hotwater pipe is between cement above garage door. we tried hairdryer and electric heater what can we do

Try a propane torch, ( only if hte pipes are made of medal, do not use the torch on plastic piping) do not heat the joints, you might make them weak and they could separate causing more problems. Just heat the solid lenghts of pipe. Then I would invest in a heating tape and some pipe insulation for future freezes.

A hair dryer doesn't get hot enough for a long enough time. You need a heat gun. It's like a hair dryer but the heat that comes out would scorch your hair off. A propane torch would do the trick or something with a focused heat.

For next year, you might want to think about heat tape, it's electrical and it keep the pipes from freezing.

Hot water always freezes first. You need to get under your house. I've always had good luck using a blow dryer on the pipes. Heating it up section by section. Or You can go buy some heat
tape, wrap it around your pipes, plug it in and wait
for it to unthaw. With any luck, your pipes aren't broke somewhere.
