Define hot.
If you mean looks, then neither. He's never looked good to me.
By wrestling, again neither. His move set is severely lacking.
By franchise, I'd say RAW. He's had tons of episodes centered around him, regained the title and is one of the biggest names on the show. Plus, I think more people like him there.
