They very often use what they call stock footage. To save money on production. They also can produce the shows scenes out of order. Filmation in the 70's did this all of the time. The characters always ran the same way. They also would make the character so they can flip the image so the hero could appear from the right or left side of the screen. It's a big no-no to put letters on a characters chest b/c then you wouldn't be able to flip the image. In comic books superheroes where tights b/c its like drawing nude bodies. Then they just changes the colors and instant hero costume. All of these things also help people recognize the characters. Remember artist only have so many different faces that they draw, so this helps.

Because they don't change the clothing of the anime characters each episode. It is kind of easier for them to make them wear the same clothes so they could make thier own style and fashion for that show. But sometimes the characters change thier clothes for a special event, or to make it flow with the current episode of that show.

They are not people. They are animated people and it seems weird if the cartoon characters can change clothes like humans. They would look weird.

People that run the shows are more concerned about plot lines rather than what kind of clothing the characters are wearing each ep.

With the exception of special events

Fred Flintstone
George Jetson
Scooby Doo characters

Most Hanna Babara

It was so kids could easily idenify with the chacaters, and if diffetnet people were drawing the character they had the same reference point.

They don’t sweat, they don’t pee or poop, and their contract with the studio calls for them to wear the same clothes for ‘name brand recognition’ every time they appear in a feature. In fact, there is a running joke about how, when a toon opens his closet, you see a row of identical outfits. Simple?

How true! (Funny, I never noticed until you brought it up.) I guess maybe cartoon artists just figure most viewers will never notice, so they don't bother changing the wardrobe. This is especially true for kid's cartoons - kids don't care about stuff like that.

Good question!
