It wouldn't work as a shoot or a work.

As a work, they were two different generations. Brett was forcibly retired by a kick from Goldberg while Kurt was starting to make a name for himself in a rival federation. By the time Vince McMahon bought WCW, Brett had long-since permanently retired, and this angle would be impossible to book.

In a work... Kurt Angle, unquestionably.

Kurt Angle is an olympic gold medalist, an NCAA D1 champ, 3 time NCAA D1 All-American, USA Junior Freestyle champion, 2 time USA Senior Freestyle champion, and International Junior World Freestyle champion. In his prime, Kurt Angle is among the most elite grapplers of this or any other generation in the history of the mankind. Even considering his current injuries, he should still be a match for all but the most experienced grapplers, today.

Brett Hart had some amateur wrestling experience in High School, but never followed up on freestyle because of his involvement in Pro Wrestling (which is physical stage performance, not necesarily a competitive sport). While his Pro Wrestling work was exceptional, staged combat is a poor substitute for genuine competitive/combative grappling.

Bret in his prime wouldn't last more than a few minutes with Kurt Angle in a shoot. The only Pro Wrestlers I know who would stand a chance are guys with legit amateur or MMA grapling experience (Steve Williams, Darren Matthews, Dave Taylor, Sylvester Terkay, Brock Lesnar, Ken Shamrock, Frank "Bobby" Lashley, Tonga "Haku" Fifita, Genichiro Tenryu, Tomomi "Jumbo" Tsuruta, Dan Severn, etc.), and still NONE of them are nearly as experienced grapplers as Kurt Angle.

Kurt Angle because he's bald and the hair won't get in his face like Bret Hart's!

Kurt Angle - Work or Shoot.

Kurt Angle won an olympic gold medal in REAL wrestling, was an NCAA Division 1 champ and was one of the best freestyle wrestlers of his generation - trained by the legendary David Schultz.

R.I.P. Dave Schultz

Neither. Wrestling is fake. Not bad mouthing it. It's entertainment and a lot of people enjoy it but it's just not the same as whose gonna win the Super Bowl or the Stanley Cup or The World Series. Those are sports. This is entertainment. Bottom line .. Neither.
