You don't get programming languages as much as get the necessary programs and toolkits to work with them. What website you go to depends on the programming language you are interested in. You fail to mention what programming language you are interested in, so I'm just going to refer you to Google.com

you can go to sun.com and get jdk6.0 to program in java
you can go to bloodshed.com and get a really cool IDE to program C and C++
