It refers to the fact that life within the Roman Empire at its height was peaceful and fairly prosperous for free persons. This was achieved by spreading the rule of law among well-behaved subject peoples and by a policy of "making a desolation and calling it peace" when an area or region grew rebellions. ( That did not happen very often - it did not have to as the examples were well publicized. ) As Rome's military power waned - so the Pax Romana steadily collapsed.
