Compelled means to be inspired to make a move of some sort, as a result of something happening to you or something you see.
For example: "Seeing my neighbors sitting together on their front porch, I feel compelled to call my sister and invite her over."
OR
"Ever since I read that book of beautiful poems, I have felt compelled to take a writing course."

compelled means "moved. or forced" so where ever you would use that feeling, that it's not a choice of your own, but something's making you do it,

It is saying that woman are dissatisfied with the government but they are compelled to obey laws that they didn't create. Laws that imprisons and hangs them without a trial by a jury of their peers, laws that rob them in marriage, custody of themselves (as in asylum), wages and their children. Woman feel that they are wholly at the mercy of men, even though the declarations our forefathers made was based on equal rights to all.
