I have tried several things, including going into my control panel and to the restricted sites, however, the webpage is still being allowed. I also tried going in through My Computer to Windows and System32 and such. I haven't been able to find a "host" under my "drivers" folder. Can anyone tell me how I can do this without buying software?

in windows XP the host file is in folder
c:\windows\system32\drivers\etc

Another way you could do this is with a router if you have one. All you need to do is log into it and type in the website or websites in the blocked sites part.

you can use netdog : http://www.netdogsoft.com
just add the website to "Always blocked website list" in netdogadmin, and you can set a password for netdogadmin
