If it bothers you that badly, then you really should go through some channel to have it stopped. Speaking with another teacher is an option. Choose a teacher that you know is closer to this teacher, and probably wouldn't mind speaking to her about such things. Do not go to a principal. Its not worth that the hassle that might cause, and you may get nowhere to start with. Principals have a hundred other things they're dealing with. I do have to say though, you may be the first guy that would want to have a stop put to a free peep show. On the other hand, your teacher may appreciate it. As obvious as it appears, she may not realize how revealing she is. Particularly if she's young.

I am a teacher so here is some advice from someone in the profession.
1) Have other students commented on it? If so, then I would try to get a number of you together to go talk to another teacher. The more people the better. Individually or as a group.
2) Talk to your councilor. They have connections and you might be more willing to share with them what you might not want to talk to your teacher about.
3) Talk to a parent. They can go to the teacher or the administration and bring up your concerns.
4) Talk to the teacher, in private. She may not realize that what she is doing is so offensive to anyone and will be embarrassed enough that her attitude (and clothing) would change. Maybe instead of talk you could leave her an anonymous note.

I'd have to agree your best bet is to speak to another teacher, one who hopefully won't just laugh it off. It'd be a bit much to go to the administration about it. But they're probably already aware of it and hopefully will say something to her. If not, I'd say the last resort is to ask a parent to voice an opinion.
This is really unprofessional of your teacher.

Talk to another teacher about it and maybe that teacher will talk to her about, since they are co-workers. some times people don't realize certain things until someone brings it to their attention.

I would maybe send an anno letter to the principal explain that the way this teacher dresses is making students feel uncomfortable and it's distracting. Then just sit back and see it anything changes.

ha you think thats is bad.....heres a funny story
a teacher at my school...(this is a true story!) and her boyfriend recorded her.. lets say- pleasuring herself.. on her phone and didnt password protect it....
someone stole it and it was round the school within a week...
it was in all the papers where i live and the police were involved...
the surprising thing was she didnt take any time off or move schools! shes still there but no one can take her seriously... lol
