I have found very friendly people in france, in Paris and Bordeaux.
In Paris I was looking at the street map to see where the next interesting place was and people asked if Iwas lost,you would not get that in London they just walk through you there. In Bordeaux some woman showed me how to use the Change Machine for the Tram,she did not have to be asked.The Taxi Drivers in Paris were not bad either one guy got a bit flustered when i sent him to the wrong Station, I sent him to Gare De Austerlitz instead of Gare Montparnasse and i had no change
so had to get some but he was alright about it. France is a Beautiful Country Full of Culture and for the most part Peaceful.
You will get the odd rude Person no matter where you go in the World, but on the whole the French are pretty laid back.

I don't think you can 'qualify' any country - wherever in the world that you travel if you go expecting to meet rude & arrogant people you probably will on the other hand if you expect to find culture & peace you probably will.

I've been to France twice, and I absolutely LOVE the countryside in the south. To be specific, you can make a rectangle using the boarder of Spain at the bottom edge, follow the coast up to Besiers, then inland to Toulouse, and back down to Andorra. My favorite places of all are Minerve, and Perpignan. The whole Longuedoc-Roussillon area is a land very rich in romantic history. There are many castles, and the area is steeped in Cathar myth and legend. The food and wine of the region is first rate, and if you go, be sure to try local wine, and the fish soup! The people in that area are very friendly, and there is a much more "small town" relaxed feeling, unlike up the coast where all the resorts begin. I much prefer the charm of small villages with stone houses and cobble streets than the blocky concrete high-rises. Bleh! If you DO get to the Minervois area, be sure to check out the neolithic dolmens, and bring your hiking shoes! There's a wonderful gorge in Minerve (population of about 100), and a couple nice cafe's to get a bite to eat. Also if you're in the area, Carcassonne is a MUST SEE! If you're in the mood to visit a city, Perpignan is very manageable to see in a day. Be sure to stroll the old quarter, check out St. Jean cathedral, and grab lunch at an outdoor market. There's an old fish market street where vendors have assorted meats hanging, and local produce set out in the sun. Try eating there instead of a kitschy cafe. The city itself is very colorful, and very close to the sea. There's even a section of the city with an Arab market, if you feel like haggling! I hope you get to go - it's fantastic!

I'm French, lived in Paris and many other places in France and lived abroad too.
I don't find there are more arrogant people here than anywhere else in the world ; if you have experienced bad relationship, then you were unlucky, at the wrong place at the wrong moment .
And I may add that, for decades now, over 80 millions people come to visit France each year,
and if people were that displeased, that number would have fallen right down over the years, I'm sure !
