this girl has everything i prayed for she has all her teeth log hair very pretty light skinned but i dont know her and i only seen her a few times during school what should do?

Well, if I knew a guy felt this way about me, I'd be incredibly flattered to find out. I think you should tell her pretty much what you asked -- that she's the girl you've always dreamed of. Maybe not in those words (that could sound a bit obsessive or stalker-ish to the wrong person), but something similar. Cheesy pick up lines (non-pervy ones!!) help break the ice a little. It sounds corny, but it works. And make sure you're not basing the whole thing on how she looks. That would be shallow.

Try paper and pencil, rather than electronic means. Paper/pen may keep you touch with your feelings. That's the short answer.
Longer narrative: Trust yourself. Why not ask deep down in your (where you feel...) heart. Stay alert. Thoughts thought out in advance might be "nice" but expressing your feelings of affection that might be more meaningful and "fresh" delivered in person or via a personal (real, i.e., paper) message. to this person when you see them, or deliver it by some way special.
