They can if you dont set a password!

I assume this is XP. With XP adn Vista you can also set it to 'Hibernate' so it saves what you were doing last and it turns the power off. On some corporate PCs some years ago, they put a chip on the Network Interface Card (NIC) that was called 'Wake-on-LAN' so the IT staff could wake your PC up and automate
updates. Your PC should have this turned off if there is a setting in the BIOS (startup) menu. Usually you have to press the 'Delete' key or F2 to enter it. Be careful only to modify exactly what you need, then save it.
*** Note: What measures have to taken to keep people out when your PC is on? (Firewalls, PC set to no-sharing, etc.) ***
I would start there first. Also set the PC to not allow 'Remote'.

Just create a user password & log off when not using it.
The PC will still go into standby mode even if you are logged off & will prompt for a password on wake up.

you do not need to turn it off then you are not using it.
regarding your second concern :
click start
click control panel
click display properties
click screen saver tab
check on resume password protect...
