Which of the 13 collonies in the USA did not sign the declaration of independence?

4 states wouldnt sign untill a Bill of Rights was made. They were Virginia New York North Carolina and Rhode Island. I'm pretty sure being a Virginian.

The answerer above has the Declaration of Independence mixed up with the Constitution.

They all signed the Declaration, but New York signed it about 3 days after everyone else did
