For the most part they are not. I think the media is to blame for demonising the behaviour of a few and generalising about the behaviour of the many. While there has always been unruly teenagers - I can remember in the 1950s (I was very young!) reading a report in the local paper of a bus being driven directly to the local cop shop because Teddy Boys were having a mini riot on a bus after seeing Bill Haley's film "Rock Around the Clock".

Throughout history some of the adults of any generation seem to "demonise" youth. Read about London apprentices in Elizabeth the First's time and the riotous football games they played in the streets and the complaints of the goodly burghers of the City.

I hate the stereotype that all teenagers are rude because it's not true. There was a kid when he was 12 who started an international program, that is run by kids and they other kids who are in poor countries, and are sold into basically slavery by there parents and they work all day. There have been kids that read newspaper stories about babies, and other children, and adults that had something terrible happen to them, and they raise money for people they never met. One kid road a lawn mower across the country, kids and teenagers do many things that are for other people.

I don't know anyone who assumes that.

It's true that part of adolescence, maybe the main part, is separating themselves from their parents and learning to define themselves as individuals, and that rebellion might be seen as anti-social, but the degree varies so much from teen to teen that no one who is around teenagers would ever paint them all with the same broad brush, except some shopkeepers with a few bad experiences, maybe.

It's like the saying, "A few bad apples spoil the bunch." Many people have been burned by teens doing dumb stuff, but you can show them that there are still good kids out there. Lead by example.

I believe it's mainly because of the negative coverage that the media give teenagers.

Yeah, you go into a shop and somebody follows you around because they think your going to steal half the place. It gets annoying after a while.

Good question.
The answer is that they are NOT by everybody
For those who do assume that it is probably because they feel insecure, or they read the Daily Mail (or both)
