I am making a trip to southern Florida on the 17th. Is it warm enough to swim in the Ocean or in outside pools? I will be in the Miami and Florida Keys areas.

That would depend on what your definition of warm enough is. People who live in South Florida year round do not think that it is warm enough to swim during this time of year, as we are used to the water temperature being in the mid to upper 80's in the summer so a water temp of 70-73 is cold to us. Anyone that you see in the ocean or in a pool during this time of year is quite likely visiting from the North, where 75 and sunny is almost hot. We are pulling out our sweaters and jackets when the mercury dips below 70 degrees and are complaining of bitter cold when it drops into the 50's. The surf temperature for most of February will be about 73 degrees F; It's all relative, I guess.

the water is about 76 degrees. it's warm out right now during the day. most pools are heated, but the ocean stays pretty cool. check with weather.com and click on beach and boating closer to when you'll be there.
