If it's two males you could go as 'Josephine' and 'Daphne' from Some Like It Hot.
Other duos I can think of are:
Bill & Ted
Alvy and Annie Hall (from Annie Hall, you could have someone look like Woody Allen and someone else do the whole Diane Keaton tie thing)
Austin Powers and one of his ladies
Batman and either one of the villans or Robin/Batgirl
Beauty & The Beast
Ghostbusters
Harry Potter & Voldemort
Peter Pan & Captain Hook
Robin Hood & the Sheriff of Nottingham
any two characters from the Addams family...
I'm sure there's loads more too.

I know its been sorta mentioned, but anyway...
a mate & I went as Shrek & Princess Fiona (when she's green, obviously)

I got a length of green silk-type material & a friend of mine basically sewed me into it for the skirt. We went to a charity shop & got an almost exact outfit for shrek, and a gold boob tube as a top to the dress. Ok so that wasnt exactly right but u got the idea. "Shrek" used a swimming cap to cover his hair. Luckily I have red hair so it was just a matter of plaiting it.
The most expensive part of the costume was the tubes of green body paint, and that was still less than a tenner. If i may say so, we were amazing. Ready-made costumes are such a cop-out.

However, shreks ears were nearly the death of us. good luck trying to make them. (hint - wire clothes hangers may cause injury!!)

(ps the following year i used the remains of the skirt as a dress, got lengths of fake ivy from a garden shop & went as poison ivy.)

You could go as any Jane Austen film leading couple, like Elizabeth Bennet and Mr. Darcy or Elinor Dashwood and Edward Ferrars, etc. since 1800s English daily wear would be considered dressy enough for an evening gown party.
Her - empire waist dress
Him- tails and short pants and leggings

Or as the Phantom and Christine from Phantom of the Opera.
Her - Sexy off shoulder ladies maid dress with corset on top
Him - Cape and half mask (painted on white face paint perhaps)

Or Professor Higgins and Eliza Doolittle going to the races
Her- fancy dress and enormous hat with flowers and bows
Him -cardigan/slacks or casual suit with pipe

Of course any Disney Princess and her Prince
Her - fancy dress/crown
Him - suit/crown

Or King Mongkut and Anna Leonowens from the "King and I" or "Anna and the King"
Her - Hoop skirt
Him - fancy oriental wear

Or Aragorn and Arwen from Lord of the Rings.
Her - elf ears and ethereal outfit
Him - in his kingly outfit (with fun crown made from cardboard and aluminum foil)

Or the Hugh Grant (George Wade) and Sandra Bullock (Lucy Kelson) characters from "Two Weeks Notice" when they go to the children's fund raiser.
Her - fancy long black dress wearing a red clown nose
HIm - suit with enormous clown tie that goes down to his knees.

Will & Jada Pinkett Smith (don't know your nationality)
Angelina Jolie & Brad Pitt
Humphrey Bogart & Ingrid Bergman (Casablanca)
Richard Harrison & Julie Andrews (Camelot - Guenivere & Arthur

I went as 2 characters to the last 1:
The Elephant Man (hunched, coveredup guy) on the outside and Freddy Krueger underneath.

Underneath could have been any character.
