When? After some major chaos, the likes the world has never seen
How? A leader emerges that seem's to have all the answers.
Why? for security, what else would be such a motivator, to ensure nothing like this never happens again.

For those who have seen the Earth from space, and for the hundreds and perhaps thousands more who will, the experience most certainly changes your perspective. The things that we share in our world are far more valuable than those which divide us. Even many pilots have said this.
I believe it will happen someday. But it should happen in an orderly way for it to be effective-or many more problems will arise-and people will scream and revolt for the old way. There is more that will feel the affect than just people-our environment is at stake too (water, food, air-everything we need to live)
Too do that we must take control of the boundaries we have now and set an order to it. Only with a order can it be beneficial.
Not sure when, maybe not in my lifetime, maybe so.
