No. Dracula is based on a historical person, Count Vlad the Impaler, and dracula is a reference to his place of origin, also to the dragon on his family's coat of arms. If he were endowed with more melanin in his skin, but were otherwise the same person, his name would perhaps include a reference to his African origin. Since "Black" is an English word it would probably not be anything like "blacula" but a reference in his own language.
