I see several answers in this Q&A that say what are the functions of an administrator. None say how one gets to be an administrator. Is he/she apointed in a household that has several computers? Or one person in a neighborhood? And suppose there is only one person in the area with one computer. Is he, can he, be an administrator? If so, how does he acquire that identity?

The network administrator works for an organization that provides networking. This can be an ISP, a business or a university (or many other things). This person is hired by the company in question to deal with the network related issues, including planning, development, maintenance and security. Households don't have network administrators because they are purchasing networking services from an ISP, and the ISP has network admins.

A network admin is not the tech that works on the networks physically themself. A network admin is the guy the techs go to, to be told what to fix and what is wrong with the network. You are thinking way too much into ISP work. There are plenty of companies that need good network help. Lots of school and experience.

An Admin does many things, keeps the network running, adds or removes software on the network, keeps the network clean, etc! A good place to start would be some networking classes at your local college.
