Try private tutoring in whatever area they had problems.

1.You take away what they enjoy most (video games, computer, tv, phone, stereo, ect)
2.You ground them in the house until their grades are brought up (meaning until the next report card)
3.You contact the teacher, see where help is needed, request weekly progress reports
4.You be certain your child is doing their homework everynight (review it!)
5.You can offer a reward for improvement
6. Make sure their are not hidden emotional issues or drug use causing the lack of interest in school.

Do not punish them but instead offer them rewards for doing well like a trip to a them park or something. Punishing a teen can cause their social and emotional life to completely shift and can lead to depression. I'm in favor of letting them know it was wrong and giving them a long sermon but just because they didn't do well on a report card doesn't mean you should risk years of mental health.

First we need to know why he/she got a bad report card. Is something bothering he/she that is interfering with school??
Letting them know that there is time to recover and try harder in the subjects that need attention. Be supportive, offer your help, letting them know that not all is lost. Still time for improvement. but find out first what reason or issues caused this downfall...

What does your 14 year old do for fun? Maybe prevent them from doing something they like until the grades get better.

Take things away. TV, games, friends, phone, etc. But be firm about it. Don't set a punishment today and just give up on it tomorrow. Not saying that is easy, but if you back down on one punishment, they would expect you to back down on the next.

Tell them if they get better grades they could get a cell phone or something like that! It worked for me and I am 14

Try a tutor for a while and if that doesn't motivate him/her to do better then keep her/him with the tutor until they can prove to you they can do it on there own........

tell him how much you care for him tell him how much you believe in him and that you know that he could do better and if he needs some help that you will be there for him.
