An ICMP Echo request generally means that you are trying to 'ping' something, or someone is trying to 'ping' you. A ping is a method of verifying communication between two devices. While generally harmless, if this is an incoming ping (not generated by you) you may wish to block it so that whomever is trying to do the ping doesn't know that they have a connection to your machine.
