Anything that pops up like that is a scam to take your money and sell you sonething that desnt work. I would say your PC is infected with adware Use these to remove it, both are free and safe to use.

Looks like from a couple of google searches it is not good. Since you got that popup you may have spyware/adaware. Use the 2 scans below to check and remove any spyware/adaware.
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
