shipment >noun 1 the action of shipping goods. 2 a consignment of goods shipped.
shipping >noun 1 ships collectively. 2 the transport of goods by sea or other means.
I don't see any confusion in the terms.

Those terms are interchangeable, it probably depends on who is talking about it.
