Since its origin in the 1950s, the "gateway drug" theory has been one of the major facets of marijuana drug policy in the United States[16]. Those who subscribe to this theory, which has since spread throughout the world, essentially believe that smoking cannabis may lead users to other drugs and should therefore be treated as a serious matter. Some studies have found the theory to be false,[17] whereas others have found truth to these claims[18]. Despite the conflicting results of these studies, much of the research on both sides suggests that the legal status of cannabis may have some correlation with the "gateway theory".[19][20] In many countries cannabis is outlawed, so the cannabis user may very easily find himself or herself in situations where other illegal drugs are being used, or he or she may become acquainted with people who use other substances illegally through the process of purchasing cannabis from black market dealers. Situations such as these may lead the user to move on to drugs that are generally considered more dangerous. Keeping this in mind, there are certain activist groups such as NORML that argue that the decriminalization of cannabis would eliminate these problems by taking it out of the hands of outlaws and regulating it in the same manner as drugs such as alcohol or tobacco[21]. Government organizations such as the DEA, however, claim that decriminalization would do far more harm than good, and would perhaps cause a rise in cannabis use.[22]

Believe it or not the government makes more money with it being illegal than if it were legal.
Yes billions are being spent on the "war on drugs". But a pecentage is still going to government and their workers.
If Herbage were to be legalized, private growers would profit more than anyone. "They" don't like having other hands in their cookie jar.

Because there wouldn't be enough tax revenue on it, since it's easy to grow. Confiscating property and fines make the government a lot more free money.

I guess people to need to fight to make it legal like anything else in the past. However the government knows that it would hurt them financially more if that happens. Its all about the money and they don't want no one making more money than them.
