I bought a used Toro 10 HP snow blower electric start. It had been stored in my outside shed for about a year. Went to start it up and it runs in high rev and won't come down to a normal speed. Any suggestions as to what may be wrong (choke seems to be okay) and how to fix.

It sounds as though the speed lever is on high, or else the choke is stuck. Either will force the motor to rev in the high position. Try spraying some engine cleaner into the air intake (may have to remove the filter to access the intake valve)

spray a little wd-40 on the throttle cable.
