This boy keeps looking at me but when my friend asked him if he liked me he said, No! Does it mean he really doesn't like me or he's just afriad of admiting it infront of his peers?

Staring, looking,gazing at someone is always a sign that they like you or that they're just reading you(figuring you out), doesn't mean you're funny looking! If that was the case it would be alot easier for him to say that rather then telling you he likes you!
If he said no, then maybe it's because he's not ready to tell people or maybe he's not sure himself. Alot of people (especially boys) dont like talking about how they feel ;-)

amber b take it from me i'm an older guy but it wasn't that long ago i was a kid and let me tell you if a boy is looking at you all the time he most likly he is head over heels in love with you maybe a restraining order is in orderlol no just kidding he's all goofy over you and ain't trying to let anyone know proly cause he's a shy guy

Think of it like this: When you look at guys, more than once, does it mean you like them? Maybe he thinks you're pretty, but just because you think someone is hott, it doesn't mean you like them.
Also, if he does like you, and there's always a chance... People, especially guys, don't respond to ppl doing stuff like your friend did. The best thing you can do is be yourself, and don't push it.
