The renter who has left unit, has left an inch hole in the door. I can patch it, but she did ruin the door. Can I charge her for a new door? Eventually this hole will weaken the door, which will cause further damage--and I will need a new door.

No You cant. Especially if the hole is for a peep hole. Simply put in a new peep hole, or get wood filler and fill it in, sand it, and paint it.
A one inch hole will NOT weaken a door.

No, you can't, because the door can be fixed. The door will not be weakened by the hole. If you feel you must charge her for something, then you can only charge her for the repairs.

You can if it is a fire door, an exterior metal door, or the hole impacts the operation of the door (ie the hole makes it impossible to put in a secure deadbolt).

Of course you can charge her for the door! She (or someone who had access to the property during her tenure) damaged it didn't she? But you have to replace the door now...not eventually.
If you choose to go ahead and patch it, you can charge reasonable fees for that instead. In other words, you can't charge her for a new door but only patch the damage.

Yes if she damaged the door then you can charge her for it, but you would have to replace it not just repair it.
