There is NEVER a safe time for sex. You will ALWAYS have the chance to become pregnant or contract an STD even with a condom or on the BC pill. A safer time is during the period, but again, not a guarantee. Many women have become pregnant after having sex during the period. The only 100% guarantee to avoid pregnancy or STDs is abstinence.

Right before and right after (or during if you don't object to it) is the answer you are looking for. Look up the term "rythm method". Ovulation usually (but not for everyone) occurs midway through your cycle, and the egg only lasts so long. You should get some ovulation test kits to verify when you ovulate if you want to try this method. It certainly isn't 100% effective.
