well if you are planning on selling them you should get their permission but if its like just for you and your friends then i think that its okay.

Absolutely. Anything that has a trademark can not be used without permission of the owner in writing.
If you plan on making this a business, its best to cover your self. If you are making a few for some friends and that's it, you can get away with it.

Yes, you have to get permission. You might be better off collaborating with a local cartoon artist and designing your own characters!

Yes you do if you plan on selling it. If you are a fan, I hardly see a big media giant comming after you if you are just wearing a hoodie with your own created rendition of one of your favorite charachters.
