Notebooks and Laptops are the same thing. They are portable PC's. A Powerbook is a portable Apple. Which is better? That depends on you. If you use a PC (Windows) at home, then you're better off getting a laptop for compatability issues. Apples seem to be better for the creative stuff (media, imaging, etc.) but a PC will be better for word proccessing, internet, etc.

The difference is primarily the power. Notebooks and laptops are generally the same. Different manufacturers change the name to illustrated difference in power, laptops usually residing at the bottom of the barrel. Powerbooks typically are the most powerful.
For what you want I would have a run of the mill laptop, making sure it has a dual processor (if not you date yourself) a decent graphic card, and most importantly the right optical drive. Buying a computer (for example) with an inclusive DVD burner is cheaper that buying it separate later.
Also, even though it may seem more expensive, always buy a mac. Do the math (really) with the included software, drivers and OS, functionality, and general virus protection, a mac is actually cheaper than your average PC.

there is no difference between laptops and notebooks - same as car/automobile. A Powerbook is the name Apple uses for a line of Mac notebooks.
