Subidense is sinking air, usually associated with high pressure. As air sinks, it warms, and the relative humidity lowers. Rain clouds tend to not form in sinking dry air.

Good question. As air subsides in a high pressure area it warms under the increasing atmospheric pressure thereby decreasing its humidity, since no additional moisture is being added to the air mass and since warmer air can hold more moisture. This same subsidence is what produces the marine inversion that traps the pollution in and around the LA basin area.

Lack of rainfall in a specific area,cause soil and clay shrinkage on the earths surface,( hence houses / Buildings can subside obviously this is caused by the earths natural movement.) the earth surface is shifting and moving all the time.
