Haliburton(?), a company affiliated with Cheney before he became Vice President, was awarded the contract without a bid from other companies.
This company had no idea of what they were getting into when they sent workers into Iraq. They were qualified to work in America, under peaceful conditions, not in a war zone.

You could ask why all day long for almost anything they have done i their six years in office. Let's just hope we can rebound as a nation once they are out of office. A lot of damage has been done and it looks like 250 billion more dollars are going to iraq before they leave.
