The credit check and the calls were all made last week. The company now wants to meet with him again at the end of next week....Would they waste his time and theirs with another meeting/interview if they weren't going to extend an offer?

I think you are right, however, I would not 'count your chickens'. There are many things that can still go wrong.

They might have a couple of good candidates and are trying make a final decision. Or, one person or group might want to hire him, but they have to get approval from someone else, and this final meeting next week is to meet with the other person.

Also, my general experience has been that if they WANT you, they will generally move pretty fast to make that offer. If they are still uncertain, they will draw things out, hoping for new information that makes the decision easier, or for someone better to come along.

Nope. Nothing is guaranteed. And it's not like it's that much of a waste of time to check those things. There's someone in HR whose job is to do that kind of stuff.
