Block heaters in general heat the coolant, but there are some that heat the oil.

heats the coolant , there is coolant through out passages in block, thus keeping engine warm , oil heater only heats oil which when not running is in bottom of oil pan and doesnt keep the block ward

A block heater on any engine keeps the oil warm so the oils viscosity stays warm and the engine will turn over easier, cold oil is like sludge and is thicker and makes turning over the engine more difficult.

It heats the oil, to make it thinner so that the engine will turn over easier, why would you want to heat the coolant? And even if you did, you would heat the coolant reservoir.

if its a BLOCK heater it heats the block therefore it heats the coolant
